Transport for London (TFL) has announced plans to introduce the Progressive Safe System (PSS) for vehicles, starting in October 2024. This move is part of TFL’s ongoing efforts to create safer roads for all road users, including pedestrians, cyclists, and motorcyclists.
This move by TFL is welcome news for London’s road users, as it will significantly reduce the number of accidents caused by driver error. TFL estimates that the system will save an estimated 4,000 lives and prevent over 100,000 injuries on London’s roads over the next decade.
While the initial cost of implementing the system may be high, in TFL’s view the long-term benefits in terms of road safety and reduced accident-related costs will more than justify the investment.
TFL released the requirements for DVS Phase 2 – Progressive Safe Systems (PSS) on 4th September 2023 and confirmed that new safety permits will be required for all 0, 1 and 2 star HGVs entering the Safety Permit Enforcement Zone on or after 28th October 2024.
Truck Guard continue to working hard with our suppliers to get ready for the new Transport For London DVS phase 2 Progressive Safe Systems (PSS) and to make sure that our safety systems comply with the relevant requirements.
Our current systems meet fully the DVS phase 2 2024 PSS requirements.
To help customers get a better understanding and to avoid possible shortages of equipment in last minute rushes, Truck Guard have set up a system to enable both existing and potential customers to register their interest and ask questions.
24th June 2024 – Applications for new safety permits can be made.
28th October 2024 – New safety permit required for 0, 1 & 2 Star HGVs or Grace Period approval required to enter Greater London.
4th May 2025 – Grace period ends for vehicles that can prove they have an installation booked for PSS equipment but haven’t yet had them fitted.

All 0, 1 and 2 star rated HGVs will need the updated PSS systems to enter the London Safety Permit Area.
Current permits will expire at midnight on the 27th October 2024.
Old style side sensors will not be accepted for the new 2024 Progressive Safe System.
If you fit the new PSS systems and register a vehicle now under the current DVS phase 1 rules you’ll only need to register for the new scheme on or after 24th June 2024 and get a new permit for the 2024 scheme before 28th October 2024.
